Professor Lucien Rapp
Science Director

Lucien Rapp is a university "agrégé" of Law and a professor at Toulouse 1 Capitol University. As an expert in the aerospace sector for many years, he ranks consistently among the best specialists worldwide in space and communications law (Band 1)

He is a member of several international learned societies (including the International Institute for Space Law) and is the author of 10 books and more than a hundred scientific papers, especially on the law of space communications

In his capacity as an expert on legal issues relating to telecommunications he was a member of the High-Level Group of Experts, chaired by Mr Paul Champsaur and set up by Mr Francois Fillon, Minister of Post, Telecommunications and Space, to draft the provisions of the future act of 26 July 1996 to regulate telecommunications in preparation for the opening to competition on January 1st, 1998 of the French telecommunications market (interconnection charges, funding for a universal service, regulating local networks);

Director of the French-language Study Center at The Hague Academy of International Law, whose summer session was devoted to "The international implications of global communications";

Member of the high-level group of experts brought together by the Commission of the European Union on the Galileo project;

Chairman of the working group on space telecommunications, set up by the Ministry of Research and Space, with a view to drawing up a French space law.

Member of the "space law" working group within the French Council of State, responsible for drafting the law relating to space operations (Act No.2008-518 of 3 June 2008).

At the request of the International Telecommunications Union, he produced a report on the legal challenges posed by the development of mHealth in Europe (Discussion Paper, "Filling the Gap: Legal and Regulatory Challenges of Mobile Health (mHealth) in Europe"). This report served as a basis for drawing up an international strategy for the development of medical applications accessible from mobile devices with or without satellite relays.

Lucien Rapp is a member of the Assessment Committee of France's "Institut de l'Entreprise" and the Steering Committee of the "Digital Economy" Chair of the Paris-Dauphine Foundation. As a student he won the City of Toulouse Award (1976) and the Thesis Prize, was appointed First Secretary of the Internship Conference (1977), was awarded the Gold Medal for his internship and the "Alexandre Fourtanier Prize" (1979) before graduating as Faculty Laureat of his year (1982). He is an Officer de l'Ordre des Palmes Académiques (2009) and Chevalier de la Légion d’Honneur (2011).
